Background of the PM National Laptop Scheme
The Higher Education Commission (HEC) played a vital role in executing the PM National Laptop Scheme, including Phase-I and II. As part of the program, around 500,000 laptops were distributed transparently through an online system across public sector universities, technical colleges, and Federal and FATA colleges. The HEC ensured transparency by publicly sharing information about the distribution process on its website. This approach instilled trust and accountability among the beneficiaries and stakeholders.
Prime Minister’s Youth Laptop Scheme Phase-III 2023
The Prime Minister of Pakistan Shahbaz Sharif has announced PM Youth Laptop Scheme 2023 that the government will give laptops to smart students. The goal of the project is to provide laptops to talented young students who are studying in public universities and colleges all over the country, including Azad Jammu & Kashmir. This project, called the Prime Minister Youth Laptop Scheme 2023 (PMYLS) Phase-III, has been approved by ECNEC. Around 100,000 laptops will be given to deserving students based on their merit through a fair online system. In the past, two similar schemes have been carried out successfully by the Higher Education Commission.

Eligibility Criteria:PM Youth Laptop Scheme 2023
- Students must be studying in public sector universities or degree-awarding institutes recognized by the Higher Education Commission (HEC). Distance learning programs are not eligible.
- Students enrolled in the following programs are eligible:
- PhD, MS, MPhil, or equivalent 18-year programs.
- 4-year or 5-year bachelor’s degree programs (morning and evening).
- MBA programs with durations of 3.5 years, 2.5 years, and 1.5 years.
Ineligible:
The following students will NOT be eligible to receive laptops under this Pm Laptop Scheme 2023:
- Students enrolled at any private sector higher education institute (HEI).
- Students who have already received a laptop under any Federal or Provincial Government scheme.
- Foreign nationals, except students from Azad Jammu & Kashmir (AJK).
- Students who have not applied online or whose applications have not been received through the online portal.
- The eligibility for laptop award will be verified at the time of distribution. If a student fails to provide the required documents and proof of academic performance, which qualified them for the laptop, they will not be awarded with a laptop.
- Any selected student who has completed their degree program before the laptop distribution.
Distribution Strategy/Selection Criteria:
The distribution of laptops will follow the following process:
- Students must apply online through the HEC online portal before the deadline.
- The system will filter and determine the eligibility of students based on the provided information.
- The relevant department’s Focal Person will verify the student’s data, including their name, CNIC, department, degree level, and last exam percentage/CGPA, using their online focal person account.
- The responsibility of verification lies with the University Focal Person.
- If any discrepancies are found in the student’s data, it will be corrected by updating/editing the student’s information using the records obtained from the institute or the student themselves.
- The Focal Person has the authority to disapprove, verify, or make corrections to the student’s application within the given timeline.
- Each institute will receive a designated number of laptops based on a predefined quota, as outlined in the eligibility and merit criteria.
- Once the verification deadline from HEC has passed, an automated process will generate merit lists for each university.
- HEC will share the provisional merit lists with the institutes for cross-checking, and the institutes will have 15 days to respond and address any discrepancies.
- After resolving any discrepancies in the provisional merit list, HEC will share the final merit list with the institutes accordingly.
- Every institute must display the final merit list on their notice board, website, or social media page along with a distribution timeline.
- The final merit lists will also be published on an online portal, accessible to students and the general public, allowing them to view the merit status of each individual.

Distribution and Application Process for Prime Minister Youth Laptop Scheme 2023
The laptops will be distributed based on the following criteria for PM Youth Laptop Scheme 2023
- Merit-Based Distribution: Laptops will be distributed solely on the basis of merit in each degree program, including PhD, MS/M.Phil., and 16 years of education.
- Share Determination: The distribution share will be determined based on the enrollment of each university. Quotas will be allocated for each degree program, including university quota, campus quota, degree program quota, department quota, and distribution based on the number of years of study.
- Quota for Balochistan: As per directives from the Prime Minister’s office, a quota of 14% (14,000 laptops) has been allocated for Higher Education Institutions (HEIs) in Balochistan. Students from accredited universities in Balochistan will be accommodated under this allocated quota.
- Allocation for Other HEIs: The remaining 86,000 laptops will be distributed among public sector HEIs based on their enrollment preferences.
